Town counts describe canonical records only. BluePrint cohort membership: roster pending — this count is not the approved cohort.
CANONICAL TOWNS: 11 records DERIVED
BLUEPRINT TOWNS: 50 · RATIFIED 2026-10-21 REAL
is_founding flag: 6 rows REAL
The ratified Blueprint roster (50 towns, blueprint-roster.json v1.1.0-ratified) is the operating cohort. The canonical database and the is_founding flag remain different, non-authoritative truths — never conflated (G4 closed 2026-10-21).
